Goal, Mission and Development Plan

   I. Task Target

    (I) Development Strategy

    Current and the next period, it is a key period for the country to pursue the high quality of ecological environment and realize the new goal of green development of economy and society. Zhejiang Hanxiang Scientific Research Institute (hereinafter referred to as “Institute”) will focus on the two fields of ecological management, restoration and health industry of traditional Chinese medicine, unswervingly follow the development path of “industrialization of achievements and agglomeration of talents”, and, on the basis of the existing scientific research level, advance one step to enhance the ability of scientific and technological innovation and creation. The R&D has broken through the core technology of one batch of “clasp”, and made full efforts to build the industry-leading innovation carrier and entrepreneurial platform, and fully implemented the dual-wheel drive strategy of “science and technology innovation + headquarters economy”, thus making new contribution to the development of regional economy and society to high quality.

    Ecological remediation: Relying on the advanced and applicable technology for construction of “No-waste City” listed in the Ministry of Ecology and Environment of the People’s Republic of China, and through the overall regional planning and comprehensive utilization, the regional circular economy model of “resources-products-waste-renewable resources” is realized, and in conjunction with relevant scientific research institutions and environmental protection enterprises, a number of tailings management ecological restoration and industrial flue gas comprehensive management are established throughout the country. Industrial solid waste comprehensive utilization, improvement of saline-alkali soil, transformation of desert land and other examples of circular economy.

    Traditional chinese medicine health industry: Innovate traditional Chinese medicine leaching, clarification, filtration, evaporation and other processes, further optimize the traditional Chinese medicine solution separation and purification technologies, improve the clinical efficacy of existing Chinese medicine prescriptions, and associated with relevant scientific research institutions and pharmaceutical enterprises, focusing on promoting Shi's Prescription 98823, Shi's Qiankun Decoction, Shi's Wei Shu Ning and other traditional Chinese medicine prescription industrialization, for well being of mankind.

    (II) Overall objectives

    1. Business Goals

In the next five years, the Institute will increase its investment in R&D, establish and perfect a one-stop innovation system from basic research, application research to industrial demonstration and industrialization promotion, and at the same time transfer technical achievements to industry. It will provide comprehensive system solutions of technology and service. Under the premise of ensuring social benefit, the Institute will adopt the management mode of “technology achievement + technology share holder” to realize the target of increasing the main business income and economic benefit year by year.

    2. Innovation ability enhancement goals

    (1) Actively appliy for national high-tech enterprise and national awards. It aims to complete the application and recognition of high-tech enterprises in the 2nd year of the Institute, and to set up the project of “Key Scientific and Technological Innovation Team of Zhejiang Province” in the 3rd year. Over the next five years, we will strive to include a number of research projects in the national, provincial and municipal science and technology departments of major special projects, establish “Academician Workstation” and other innovative platforms, actively apply for national, provincial and municipal scientific and technological inventions and scientific and technological progress awards and other awards, and constantly enhance the popularity and influence of the Institute in related scientific research areas.

    (2) Patent and thesis objectives. Over the next five years, the Institute aims to submit more than five patented applications each year, add more than three authorized invention and utility model patents. It aims at publishing more than five papers in industry journals to enhance innovation and core competitiveness.

The Development and Planning Department of the Institute will always put the application for patent and the publication of papers in an important position, and it will be included in long-term strategic objectives of the Institute. A special patent and thesis award fund will be set up to reward the scientific and technical personnel who have made significant contributions in technology creation and invention.

    (3) R&D investment target. The Institute will raise R&D investment in the frontier technologies such as ecological remediation and traditional Chinese medicine health industry, and strive to have more than 30 new projects in the next five years, and with the further development, R&D investment will occupy 5-6% of sales in the whole year.

    (III) Working Tasks

    1. Strengthen development strategy

    (1) Marketing strategy. The Institute will adhere to the strategy of “go out, bring in”. It will actively adopt a variety of marketing models, create more results transformation models to meet the needs of the industry development of scientific and technological research and development. It will adhere to the principle of market orientation, carry out market research, strengthen contact with domestic environmental protection, pharmaceutical enterprises, timely grasp the market dynamics, improve the ability to predict the market, Make the annual and quarterly sales plan, make the feasible marketing plan for each specific project, do the follow-up and acceptance work of the achievement transformation project, try hard to expand the market and improve the economic benefit.

    (2) Promotion strategy. The Institute will Actively attend industry technology exchange conferences, extensively promote the achievements of the Institute, and understand the industry trends. Moreover, it will cooperate with regional and industrial market development, timely and agian it will selectively promote itself in the industry media (professional websites, industry newspapers and related journals), including news, papers and special topics in a variety of effective forms.

    2. Improve management system

    In strict accordance with the requirements of standardization, the academy establishes and improves the management system of R&D input, R&D and designer performance evaluation, intellectual property management, research data database, etc. to ensure the effective implementation of R&D projects and the effective realization of the expected goals.

    (1) Research management: According to the project implementation plan, we will do a good jobs in pre-project demonstrations. To implement target mechanism system in every link, especially to strengthen the safety management of all kinds of instruments and equipment in the laboratory, and to deal with unsafe factors in the operation of the instruments and equipment in time.

    (2) Financial management: According to the project implementation schedule, we will organize funds to be put in place in time to ensure smooth implementation of projects. The project funds shall strictly follow relevant provisions on the use of financial funds of the Institute, and the special account management mechanism shall be carried out to ensure that the special funds are used exclusively.

    (3) File management: Establish a comprehensive database and standardize the management of project data. A special person shall be responsible for management of data collection, collation, filing and inspection.

    II. Development Plan

    1. Investment and financing plan

    (1) Investment plan

     For the “Machinery Device for Desert Control”, computer simulation and the completion of the manufacturing prototype, RMB 15 million will be invested in the next five years for the pilot test of the technical equipment and the establishment of a demonstration project for transformation of desert land, which will lay a solid foundation for large-scale production.

     Eco-governance and health industry of traditional Chinese medicine is a permanently sunriseing industry, and the State is paying more and more attention to it. Meanwhile, the development trend of related industries is becoming clear, the Institute will cater to this development direction and increase investment in related key projects, in order to speed up the scientific research of key projects.

    (2) Financing plan

Eco-remediation and traditional Chinese medicine technology development are important strategic areas with high investment and high returns. In order to speed up industrialization, it is urgent to increase investment. The following financing plans will be carried out for the target of increasing investment:

     Encourage more folk capitals, absorb effective social capitals, open up more space for social effective investment, so that the social elite engaged in the sunrise industry to enjoy a greater scientific and technological dividend.

     Expand the stock rights of internal staff and workers, while keeping the original large shareholders, we increase the share-holding ratio of internal staff, especially the middle-level and above managers to increase investment and adjust the original share structure. The economic benefits of the staff will be directly related to the operating conditions of the academy. The profits obtained by the academy are distributed to the staff according to share ratios to arouse the enthusiasm of the staff and enhance the cohesion and creativity of the academy.

    2. Talent training plan

    The Institute will, as usual, adhere to the people-oriented cultural concept, actively create a harmonious, open, equal and tolerant internal environment, provide employees with a good platform to display their talents, constantly improve their business abilities and technical levels, gradually build a high-level management, technical personnel as the core of the professional team, in scientific research, management which will plays an important role.

    The Institute plans to spend 3% of its annual profit as performance bonus for the year, set up “Talent Residence Fund”, “Talent Innovation Award”, “Talent Contribution Award” and other awards. Among them, “Talent Residence Fund”, may obtain the purchase subsidy up to RMB 500 thousand. At the same time, in-house talents will be fully subsidized for further studies, especially those who have made important contributions in scientific research, management and operations, and those who have been promoted through their own efforts.

    (1) All-round TRAINING. The Institute insists on the combination of “go out” and “bring in” in training talents: First, the Institute will regularly send its staff to colleges and universities for further study every year. Second, it will hire academicians and experts to teach face-to-face. At the same time, the examination results will be counted as a critiria for reward and punishment, to the actual business level significantly improved personnel, priority arrangement into key positions, and issue rewards.

    (2) Expand the space for talent cultivation. The Institute is not limited to academic qualifications, in regardless of the selection of talent. To the skilled, experienced and outstanding talents, the Institute will assort them to important technical and management posts, and provide more jobs, so that they will enjoys higher status, so as to constantly improve the staff team, for the sustainable development of the Institute and provide a strong talent support and talent reserve.

    3. Co-operation plan for industry, learn and research projects

    (1) The Institute will cooperate with universities and scientific research institutes such as University of Science and Technology Beijing, Beijing General Research of Mining & Metallurgy, China Academy of Sciences and so on, focusing on the systematic integration of coal and electricity, iron and steel, non-ferrous metal, chemical industry flue gas pollution and solid waste comprehensive utilization, and plans to set up a number of engineering demonstration projects in Hebei and Inner Mongolia.

    (2) The Institute will cooperate with universities such as Zhejiang University and the Chinese Academy of Medical Sciences and enterprises such as Zhonghui Pharmaceutical Company of the China Academy of Chinese Medical Sciences, Beijing Tongrentang, Qingdao Haier Pharmaceutical Co., Ltd., for projects such as molecular distillation of traditional Chinese medicine, high-speed counter-current chromatography, solid phase extraction of traditional Chinese medicine, enzyme catalysis and controlled release of drugs in order to accelerate the industrialization of traditional Chinese medicine prescription.

    III. Supportive Measures

    1. Organize and implement supporting measures

    The Institute implements standard management in accordance with the requirements of modern enterprise systems. It establishes and improves job target responsibility system, and strives to set up a refined department to eliminate overstaffing. All serve to standardization and standardization of management. The Institute has set up a three-level leadership guarantee system of Board of Shareholders, the Board of Directors and the President which includes three centers and six departments. The academy takes the principle of president in charge, and the Chairman is the legal representative. A project leading group, headed by the President is set with Chief Engineer, Deputy Director of administrative and technical posts, and the heads of various departments shall be the members of the team, and shall be responsible for the implementation, supervision and evaluation of the overall strategic objectives of the Institute. In order to ensure the smooth and efficient implementation of all work, the Institute implements the target responsibility system for each work, and periodically evaluates the work according to the project schedule; all kinds of examination and approval adopt the OA process.

    2. Securing Measures for Investment

    Pay attention to R&D investment, enhance the R&D strength of the Institute, and ensure that the annual R&D investment reached 5-6% of annual income.

The Institute will establish and improve management systems such as Measures for Management of Project Construction, Measures for the Management of the Use of Project Funds, Methods for the Evaluation of Project Construction and Standards for the Evaluation of Project Construction. The Financial Management Department will implement process monitoring and project audit to ensure standardization and safety of project funds.

    3. Human resources supporting measures

    We adhere to the talent concept “human resources are the first productive forces”, follow the law of talent growth, pay attention to the construction of talent team. In the next five years, the Institute will add 1 batch of professional R&D personnel on the existing basis. At the same time, it will take good cooperation with domestic universities and research institutes, complement each other in technology R&D. Gradually, it will improve the ability of personnel training, and provide guarantee for strengthening talent reserve strength of the CAS.

    4. Evaluating Supporting Measures

    The Institute will introduce excellent performance management mode, use excellent performance evaluation criterion and the implementation guide to carry on the comprehensive diagnosis to each department, so as to discover the problems in work in time, and unify the excellent performance management of the seven modules to take the targeted improvement measure, completes each management system fusion, establishes the standard text which covers the entire management process activity necessary, fully displays the standard to all management activities the guidance, the support and the safeguard function.

    The Institute will establish and improve the comprehensive evaluation system of comprehensive evaluation, personal ability evaluation and so on, adopt the way of personal self-appraisal, peer mutual evaluation, department appraisal, quantitative evaluation of work performance, appraise the staff, so that the technical and business backbone can get promotion and through their own efforts.

    The Institute will set up “R&D Incentive Fund”. The Institute will introduce a series of incentive measures to encourage R&D personnel to carry out new product development and technological innovation. Enhance the creativity of researchers, so that the whole institute's R&D innovation ability is further enhanced, and the success rate of each project's R&D is further improved.
